The Kerala State Housing Board, an organized sector in the planning and development of building activities, particularly of residential accommodation was established in 1971 under the ACT 19 of 1971.

Organized and planned development of building activities, particularly of residential accommodation, has been lacking in Kerala. Various Governmental and Non-Governmental agencies were executing house building schemes without any co-ordination. The agencies have also not been able to function effectively due to their inability to obtain funds at the proper time.

The Housing Minister's Conference hold to 1957 and in 1961 had recommended the establishment of a Housing Board or Corporation in every State.

The Trivandrum City Improvement Trust Act .1960 Act 1 of 1961 which provides for the framing and execution of housing schemes applies only to the city of Trivandrum. The town planning act 1108(Act IV of 1108) which applies only to the city of Travancore -Cochin area of the state and the Madras Town Planning Act, 1920 (Madras Act VII of 1920) which applies to the Malabar area, contain certain provisions for framing and execution of housing schemes. But those provisions are inadequate to meet the requirements. Hence the Government considered it necessary to enact a comprehensive law applicable to the whole of the State providing for organized direction and planning in the preparation and execution of housing and improvement schemes and for the establishment of a State Housing Board to co-ordinate the various housing schemes in the State.

In view of the urgency of the matter, the Kerala State Housing Board Ordinance, 1970(24 of 1970) has been promulgated and the Kerala State Housing Board has been constituted in 1971.


Construction Works

KSHB has been designated as nodal agency for the implementation of the costal housing and re-settlement programme (CHRP) under TRP. Government has also decided to entrust the construction of houses at Trivandrum, Mallapuram, Kozhikode, Kannur and Kasaragod districts to KSHB for direct execution.

Housing Board undertake the construction of 1204 houses at Thiruvananthapuram (31), Kasaragod (270), Kannur (128), Kozhikode (567) and Malappuram (208).  Land at Beemapally (Thiruvananthapuram) and Veliyamkode (Malappuram) are only handed over to Housing Board.The Technical staff from Housing Board has been deputed to TRP Cells and Collectorate.

Schemes Planned

Grihasree Housing Scheme (for EWS & LIG Category)

          Grihasree Housing Scheme is being implemented by the Board from 2013-14 onwards for providing Government subsidy @ Rs. 2 lakh/house for the construction of house with the participation of NGO / Voluntary agencies / Philanthropic individuals in 2 cents / 3 cents of land owned by EWS / LIG beneficiaries. As per the approved financial pattern, for constructing 60 sq m house with a construction cost of Rs. 4 Lakh, Rs.2 Lakh is the Govt. Subsidy and Rs.1 Lakh each will be the beneficiary’s, sponsor’s contribution. Maximum plinth area of 83 Sq.m can be constructed with balance as beneficiary contribution.Board had so far disbursed subsidy to 3011 houses .
