The Kerala State Housing Board at its meeting held on 27.4.2002 has formulated a Consultancy and Construction Wing to provide Consultancy service in all fields of Civil Engineering and to take up execution of works on contract or deposit basis.The construction activities of the Board are carried out by the Regional Offices at Trivandrum, Kochi and Kozhikode through 15 Divisional offices (one in each district) and 2 Nos. of Project Divisions.

The sanctioned posts in the Engineering Branch comprises a Chief Engineer, Chief Project Engineer, Deputy Chief Engineer, 3 Nos. of Regional Engineers, 20 Nos. of Executive Engineers, 56 Nos. of Asst. Exe. Engineers, 110 Nos. of Assistant Engineers and 160 Nos. of overseers.The Board has well qualified and experienced technical staff to execute the works directly.  In the Direct Execution System, all materials needed for the building construction are procured by the Board at the choice and desire of the employer/client at the lowest available rate in the locality and labourers are engaged as job workers, resulting in the elimination of contractor’s profit of 10% on the cost of building materials.  This method can considerably reduce the total value of work in a project.
